Know what the certificate proves - and what the buyer can claim.
Renewable-gas certification provides evidence under the rules of a particular scheme. Origin, emissions intensity, physical delivery and a buyer’s reporting claim are related but distinct. Confirm each before finalising a purchase or attributing certificate revenue to a project. [[ GreenPower, Renewable Gas Certification ](https://www.greenpower.gov.au/about-greenpower/renewable-gas-certification), [ Clean Energy Regulator, Product Guarantee of Origin ](https://cer.gov.au/schemes/guarantee-origin-scheme/product-guarantee-origin)] Check the scope and current eligibility of each Australian scheme separately; certification does not replace network acceptance or physical product testing.

Start with the intended use
Ask whether the certificate is needed for voluntary purchasing, a support scheme, emissions reporting or export. Identify the relevant rules, eligible pathway, measurement boundary and retirement requirements. Do not assume one certificate serves every purpose.
Understand the Australian frameworks
GreenPower operates a voluntary renewable-gas certification route. The Clean Energy Regulator’s Product Guarantee of Origin framework provides product-origin and emissions information for eligible pathways. Check current participation rules and expansion status; an announced pathway should not be labelled operational before commencement is confirmed. [[ GreenPower, Renewable Gas Certification ](https://www.greenpower.gov.au/about-greenpower/renewable-gas-certification), [ Clean Energy Regulator, Product Guarantee of Origin ](https://cer.gov.au/schemes/guarantee-origin-scheme/product-guarantee-origin)]
Track ownership and avoid double claims
Contracts should identify who owns the physical gas and environmental attributes, who may transfer them, and who retires them. If certificates are sold separately, claims by the producer and gas customer must reflect that separation. Metering and registry evidence should reconcile to eligible output.
Keep product quality separate
Gas acceptance and CO₂ purity requirements are not replaced by an origin certificate. Co-product claims need their own boundaries and quality evidence. A certificate describing biological origin does not make a product food-grade or establish permanent carbon storage.
Make verification workable
Shelby supports clear guides, coordinated evidence and proportionate administration for smaller producers. Direct-use and direct-supply projects should check their actual eligible routes rather than assume only network injection is recognised. Export buyers require confirmed destination-market acceptance.
Certification supports a sale; it does not guarantee one
Model certificate revenue using credible buyer arrangements and the relevant rules. Show an uncontracted price as an assumption, not a guaranteed premium. Dependable revenue, customers and delivery remain essential to financing.
Four controls a certificate cannot collapse into one
A buyer may ask for renewable gas and a plant may already meet gas-quality limits. These are different evidence tracks: neither resolves lifecycle accounting or ownership of the claim.
| Control | Evidence to request | Contract responsibility |
|---|---|---|
| Renewable origin / attributes | Eligible inputs, production records and applicable scheme rules | Identify the certificate issuer and attribute owner |
| Emissions intensity | Defined lifecycle boundary, methane losses, process energy and chain of custody | Agree method, reporting period and verification |
| Physical quality | Composition, trace contaminant limits, pressure, metering and testing | Producer and network / customer acceptance requirements |
| Buyer reporting claim | Registry records, retirement and permitted wording | State who retires certificates; prohibit duplicate claims |
GreenPower's Renewable Gas Certification Rules v3.0 took effect on 3 July 2025. Consult the current rules and registry conditions for the specific product rather than assume eligibility from a label. The Clean Energy Regulator's Guarantee of Origin scheme launched on 3 November 2025; its Product Guarantee of Origin documentation covers hydrogen product emissions accounting. Biomethane expansion and any new methodology must be checked against the regulator's current product list and determinations: this page does not establish that biomethane has automatic PGO eligibility.
Shelby's October 2026 submission recommends coordination between frameworks and less duplicated audit work. That is a company policy position, not legal equivalence between RGGO and PGO, not a future methodology already enacted, and not a physical gas-quality approval. Agree certificate ownership alongside co-product and offtake terms before recognising revenue.

Frequently asked questions
Does buying a certificate mean receiving segregated renewable gas?
Not necessarily. Review physical delivery and attribute ownership separately.
Does origin certification establish zero emissions?
No. Lifecycle intensity and permitted reporting claims require their own evidence.
Will an Australian certificate qualify overseas?
Do not assume so. Check the destination rules and buyer’s acceptance.
