Renewable origin and gas quality certification

Independent verification should distinguish renewable origin, eligible quantities and lifecycle emissions from physical product quality. Shelby recommends coordinated PGO and RGGO requirements, proportionate auditing and certification that accommodates multiple delivery routes.

The official consultation question

Q09 · §2.6(d) · paper page 17

Should Product Guarantee of Origin (PGO) certificates, GreenPower Renewable Gas Guarantee of Origin (RGGO) certificates, or any other certification scheme, be required to verify renewable gas production and use in Australia?

Shelby’s response

Yes. Independent verification is important, but the schemes should be used for the claims they are designed to verify. Renewable origin, eligible quantity and emissions intensity should be distinguished from physical gas quality and end-use specifications. GreenPower renewable-gas certification can support renewable-gas claims, while the Australian Government's Product Guarantee of Origin framework is expanding to biomethane and is designed to record origin, production pathway and lifecycle emissions information. Requirements should be coordinated to minimise duplicate audits and unnecessary cost, particularly for smaller regional producers.

International systems can also inform practical design. Spain's renewable-gas Guarantees of Origin framework accommodates different delivery routes, including network injection, isolated infrastructure, off-grid delivery and on-site consumption. Australia should similarly ensure that credible renewable-gas certification does not depend unnecessarily on one physical delivery model.
