Setting a renewable gas multiplier

A multiplier should address demonstrated financing gaps, additional production and supply impacts. Shelby does not propose a numerical multiplier without Australian project-cost and supply modelling, including the share of compliance value that reaches producers.

Shelby’s position, not adopted government policy or confirmation of lodgement. Historical evidence and policy-modelling assumptions are distinguished in the response.

The official consultation question

Q08 · §2.6(c) · paper page 17

What factors would need to be considered to determine an appropriate multiplier level over time?

Shelby’s response

The multiplier should be large enough to help close the financing gap, with its value assessed against additional production, emissions benefits and domestic supply impacts. We would not nominate a numerical multiplier without Australian project-cost and supply modelling.

Consider capital and operating costs, feedstock collection, connection and delivery, gas revenue, certificates, contracted co-product income and other support. Also assess the exporter’s compliance benefit and how much reaches the producer through the purchasing agreement.
