Premium implementation and compliance rules
Implementation requires clear location, delivery responsibility, producer access, gas eligibility, combined-support and compliance rules. Shelby recommends resolving interactions before investment, then evaluating additional production, producer revenue and domestic supply outcomes.
Shelby’s position, not adopted government policy or confirmation of lodgement. Historical evidence and policy-modelling assumptions are distinguished in the response.

The official consultation question
Q10 · §2.6(e) · paper page 17
Are there any other design, implementation or compliance issues that would need to be considered?
Shelby’s response
Yes. The mechanism needs clear rules on:
Location: which domestic market receives the gas, and how national and state obligations interact.
Delivery responsibility: who manages delays, outages and shortfalls, with exporters remaining accountable for their obligations.
Producer access: aggregation, competing purchasing offers and transparent ownership of certificates.
Gas eligibility: whether each gas contributes to the relevant supply requirement; hydrogen and bioLPG cannot automatically substitute for pipeline methane.
Combined support: how the premium interacts with grants, production payments and environmental credits.
Compliance: consistent metering, audits and replacement of invalid credits.
Australia should clarify these interactions before developers commit capital. A staged introduction should help projects become financeable and deliver additional renewable gas, with published evaluation of production, producer revenue and domestic supply outcomes.
