Commercial viability and circular economy objectives

Policy objectives should strengthen commercial viability and circular-economy value. Shelby recommends enabling modular upgrades and new projects while keeping renewable gas output, nutrient recovery and environmental benefits distinct to avoid double counting.

Q11 · §3.1(a) · paper page 20

Do you agree with the objectives outlined above? Are there any important objectives missing or any that should not be included? Please provide detailed reasoning in your response.

Shelby’s response

Shelby Bioenergy supports the proposed objectives, with priorities evolving as the industry develops. We recommend strengthening two areas:

Enable commercial viability and expand existing production. Provide appropriate support for new projects and modular upgrades to existing anaerobic digestion and biogas facilities, including biomethane upgrading and biogenic CO₂ recovery. Help developers increase saleable output, diversify revenue and improve returns, with transparent assessment of costs and public benefits.

Maximise resource efficiency and circular-economy value. Support organic-waste treatment, nutrient recovery and co-product commercialisation, with environmental benefits accounted for separately from renewable gas output. Prioritise early production and commercialisation, then develop infrastructure and markets alongside industry growth.
