Overlapping approvals and shared evidence
Overlapping requests can duplicate project information and delay coordinated decisions. Shelby recommends a shared core evidence package, nominated lead contact and reusable technical documentation, while each authority retains its responsibilities and local impacts receive assessment.
Shelby’s position, not adopted government policy or confirmation of lodgement. Historical evidence and policy-modelling assumptions are distinguished in the response.

The official consultation question
Q45 · §4.7(b) · paper page 34
Are there areas where overlapping approvals, duplicative processes or regulatory gaps create undue complexity or delay? If so, what are they? Please be detailed in your response.
Shelby’s response
Potential duplication arises when planning authorities, environmental regulators, network operators and certification bodies request overlapping information through separate processes. Feedstock composition, throughput, site layouts, storage, traffic and gas measurements may need to be submitted repeatedly. Changes to an approved feedstock mix or production capacity can then trigger revisions across several applications. A further coordination risk arises when production is approved before the requirements for co-product handling and sale are resolved.
Shelby recommends one coordinated approvals plan, a shared core evidence package and a nominated lead contact. Authorities should reuse suitable studies and accept common data formats while retaining their respective responsibilities. For regional clusters, shared infrastructure should be assessed coherently, with clear obligations for each participant. Standard equipment documentation could also support repeat modular installations, leaving site-specific impacts to be assessed locally.
