Are there specific regulatory issues stakeholders have encountered or are anticipating that will impact their projects? Please be detailed in your response.
Shelby’s response
We anticipate that the main challenge will be coordinating approvals for the complete commercial operation, including feedstock reception, gas production, delivery and co-product sales. Developers need early clarity on permitted inputs and throughput, environmental conditions, gas-quality requirements, connection responsibilities and lawful digestate outlets.
Existing facilities also need a clear pathway to add modular biomethane upgrading, BioCO₂ recovery and nutrient-processing equipment. Developers should know whether an addition requires a permit variation or a new assessment, and what evidence is needed for storage, transport and product sale. Shelby recommends early, coordinated advice covering the proposed plant and its saleable outputs, so regulatory uncertainty does not undermine the revenue diversification that policy is seeking to enable.
