Renewable gas premium and additional production

A renewable gas premium should create additional production while preserving physical domestic supply. Shelby supports transparent producer value and eligibility for new production or demonstrable expansion, rather than rewarding output that would proceed without the mechanism.

Shelby’s position, not adopted government policy or confirmation of lodgement. Historical evidence and policy-modelling assumptions are distinguished in the response.

The official consultation question

Q06 · §2.6(a) · paper page 17

Do you support the use of a renewable gas premium (multiplier) within the DSO framework to encourage investment in renewable gas production? Why or why not?

Shelby’s response

Yes, provided the premium is designed to create additional renewable-gas production and does not substitute accounting credits for required physical domestic supply. The objective should be to close a demonstrable project financing gap while preserving value for consumers and the DSO's domestic-supply purpose.

A well-designed premium could also encourage LNG exporters or other obligated parties to support new regional production through long-term purchasing arrangements. The value reaching the producer should be transparent, and eligibility should be linked to additional production or demonstrable expansion rather than existing output that would have proceeded without the mechanism.
