Testing export premiums and net revenue

Export premiums should enter forecasts only when eligibility and producer revenue are established. Shelby recommends buyer offers with clear price, volume, duration and delivery terms; unconfirmed premiums remain upside rather than a financing foundation.

Shelby’s position, not adopted government policy or confirmation of lodgement. Historical evidence and policy-modelling assumptions are distinguished in the response.

The official consultation question

Q18 · §3.1(h) · paper page 20

If exports should be considered, what sort of premium is the export market prepared to pay? Please include the basis of any data you provide.

Shelby’s response

Overseas incentives and certificate prices should only be included in project forecasts where eligibility and the revenue available to the Australian producer are established.

Policy should support targeted market testing through buyer offers specifying price, volume, duration, delivery requirements and environmental attributes. Compare the producer’s net export revenue with a comparable domestic sale. Contracted premiums can strengthen financing; unconfirmed premiums should remain potential upside rather than the basis for investment or public support.
