Securing dependable biomethane feedstock
Dependable feedstock must be secured at workable delivered cost, accounting for seasonality, contamination, storage and competing uses. Shelby recommends testing and financing-compatible contracts, with plant size based on reliable local supply rather than national resource totals.
Shelby’s position, not adopted government policy or confirmation of lodgement. Historical evidence and policy-modelling assumptions are distinguished in the response.

The official consultation question
Q37 · §4.5(d) · paper page 31
What are the issues affecting access to and availability of feedstock for biomethane production?
Shelby’s response
The central issue is securing dependable material at a workable delivered cost. Seasonal availability, drought, contamination, storage, gas yield, competing uses and collection distances all affect plant economics. National resource estimates should guide investigation; local assessments and supplier agreements must establish what a project can actually access.
We recommend supporting feedstock testing, regional collection arrangements and contracts suited to project financing. Size new plants and modular expansions around reliable supply, accounting for existing uses and digestate outlets. Where an upgrade uses the same biogas stream, improved commercialisation should not be mistaken for additional feedstock or gas production.
