Off-grid renewable gas infrastructure
Alternative infrastructure can serve compatible renewable gases and regional customers. Shelby recommends assessing micro-LPG networks, dedicated pipelines and road delivery against fuel availability, safety, ownership, certification and whole-of-chain delivered costs.
Shelby’s position, not adopted government policy or confirmation of lodgement. Historical evidence and policy-modelling assumptions are distinguished in the response.

The official consultation question
Q29 · §4.3(c) · paper page 28
What role can non-natural gas infrastructure, such micro-LPG networks, play in supporting renewable gas development and decarbonisation? Are there impediments to accessing this infrastructure?
Shelby’s response
Non-natural-gas infrastructure can provide routes to regional customers. Micro-LPG networks, bulk storage and cylinder distribution could support compatible bioLPG, while dedicated pipelines and road-delivered biomethane could connect producers with customers beyond existing gas networks.
Access depends on fuel availability, ownership and contractual arrangements, storage, safety, certification and delivered costs. Shelby recommends assessing each route against the gas supplied and equipment used, with support available for practical alternatives to network injection. The objective should be affordable access to customers, allowing modular and regional projects to grow with their markets.
