Shelby Bioenergy · October 2026 · Australia
Network connection and delivery impediments
Connection distance, network capacity, seasonal demand and quality requirements affect customer access. Shelby recommends published acceptance conditions, early assessments and clear costs, allowing developers to compare network injection with direct use and road delivery.
Shelby’s position, not adopted government policy or confirmation of lodgement. Historical evidence and policy-modelling assumptions are distinguished in the response.

The official consultation question
Q27 · §4.3(a) · paper page 28
Are there any impediments to accessing the distribution network or other renewable gas infrastructure, such as required for production facilities?
Shelby’s response
Yes. Connection distance, network capacity, seasonal demand, gas-quality requirements, metering and compression can affect whether a project can reach customers economically. Existing facilities adding modular biomethane upgrading also need early clarity on whether their proposed output can be accepted and what infrastructure is required.
Shelby recommends published connection requirements, early capacity assessments, indicative costs and clear responsibilities and timeframes. Developers should be able to compare direct use, dedicated supply, network injection and road delivery, alongside access to electricity, water, storage and digestate handling. Policy support should help make the appropriate route commercially workable.
