Shelby Bioenergy · October 2026 · Australia
Biomethane and future gas supply shortfalls
Biomethane can add gas supply while direct-use biogas reduces natural gas demand. Shelby proposes deployment priorities to 2030 followed by replication during 2030–2035, with forecasts grounded in project readiness and net additional delivered output.
Shelby’s position, not adopted government policy or confirmation of lodgement. Historical evidence and policy-modelling assumptions are distinguished in the response.

The official consultation question
Q15 · §3.1(e) · paper page 20
What role could biomethane play in addressing risks of future natural gas supply shortfalls? Based on your experience or projections, what do you consider is a realistic timeframe for industry to develop and operate commercially in the context of risks of future shortfalls?
Shelby’s response
Biomethane can add domestic gas supply, while direct-use biogas can reduce natural gas demand. Policy should help bring production forward where projects can deliver gas to the affected markets.
To 2030, prioritise advanced projects, modular upgrades to existing facilities and smaller regional developments through revenue certainty, targeted funding and coordinated approvals.
From 2030–2035, build on operating experience through replication and shared infrastructure. These are proposed planning horizons: supply forecasts should reflect project readiness, net additional output and the transport and storage needed to meet demand.
