Netherlands green gas roadmap: SDE++ support and feedstock-based injection

Long-established landfill gas upgrading expanded into waste and manure digestion under successive production support schemes. The CBS series provides annual grid-injection data; subsidy-project counts are a separate deployment measure.

SDE/SDE++ support design

SDE evolved towards SDE++ support based on the unprofitable portion relative to a reference market value. Green-gas categories commonly have 12-year support, with category-specific maximum production and a base-energy-price floor limiting government exposure. Interpretation and reform lesson: A sliding premium can reduce overpayment when gas value rises, but producer risk remains when actual revenue differs from the reference or falls below the support floor. What limits transfer to Australia: Technology categories, cost assumptions and emissions basis must be checked; not a single fixed green-gas tariff. Questions for experienced operators: Provide award decisions, annual correction amounts, actual gas/GO revenue and downside cases.

Certificate value and quotas

SDE++ treatment includes GO-value deductions for relevant award cohorts. A proposed green-gas obligation appears in the legislative tracker; a planned start is not an existing operational market. Interpretation and reform lesson: Explicit attribute value treatment can reduce double compensation. A quota adds demand but does not automatically provide long-tenor project revenue. What limits transfer to Australia: Do not assume a proposed obligation’s final target or price. VertiCer production certification and EU sustainability evidence have different roles. Questions for experienced operators: Show whether lenders count GO income, how deductions operate and what long-term offtake floors exist.

Observed scale and grid constraints

CBS reports 294 million m³ green gas produced in 2024, around 5% above 2023. Gasunie’s August 2026 Tilburg/Mill booster projects address seasonal local surplus by moving gas into the higher-pressure network. Interpretation and reform lesson: Observed production growth does not remove local injection constraints; network planning must anticipate low summer demand. What limits transfer to Australia: No common calorific conversion or per-project connection cost inferred. Announced booster installation is not measured incremental output. Questions for experienced operators: Validate curtailment hours, booster cost allocation, timelines and output before/after upgrade.

Scalability and Australian relevance

SDE++ combines budget competition, category-specific cost assumptions and market-value corrections. Network boosters illustrate the need for infrastructure alongside production support. Interpretation and reform lesson: Inference: scalable support requires both access and viable feedstock, rather than certificates or targets alone. What limits transfer to Australia: No nationally representative Dutch realised project IRR or uniform connection allocation verified in this review. Questions for experienced operators: Request comparable manure-only, co-digestion and municipal-waste cases, including failed investments.

Frequently asked questions

Does Netherlands have verified renewable-gas import and export data?

VertiCer handles certificates separately from physical network gas. As of 1 July 2026, exports must use AIB to designated EU issuing bodies; earlier ERGaR transfers are a different registry channel. No complete national physical biomethane import/export series was established.

Is there a national BioCO₂ or BioH₂ production figure for Netherlands?

SFP operator locations provide project-level evidence of biogenic CO2 recovery alongside gas production. National recovered annual tonnage was not verified. Sustainable Fuel Plant, Production locations Registry support for hydrogen guarantees of origin is not a measure of bio-derived hydrogen output. Separate hydrogen routes before comparing projects. VertiCer, Gas and hydrogen GO trading via AIB

What are the limits of the Netherlands roadmap evidence?

No separately verified national annual gross physical biomethane import/export series in this release. National annual recovered BioCO2 and bio-derived hydrogen totals were not established. Volume remains in million m³. No unverified gas-quality or reference-condition factor converts it to GWh; 2024–2025 values are revised provisional.
