France biomethane roadmap: from purchase tariffs to 803 injection sites
France grew biomethane through a 2011 purchase tariff that supported many smaller farm and waste upgrading sites, backed by injection rights and network reinforcement. Later supplier obligations (CPB) added demand-side support. For Australia, the lesson is that stable revenue, grid access rules and network planning developed together.

Support history and funding
Injection purchase support began in 2011; regulated purchase obligations created a route to long-term gas revenue. Later reforms differentiated smaller regulated-tariff projects from tendered larger projects. Public compensation of obligated purchasers differs from CPB supplier-funded demand. Interpretation and reform lesson: Inference: a bankable purchase route, technical rules and network reform work as a package; the isolated effect of the tariff is not identified. What limits transfer to Australia: Australian gas market institutions and fiscal incidence differ. Do not infer all French support is paid through one unchanged gas levy. Questions for experienced operators: Verify purchaser settlement, gas commodity/attribute ownership and actual financing terms for each commissioning cohort.
Contract length, tariff evolution and August 2026 reform
Purchase contracts use a 15-year framework with tariff conditions linked to cohort and plant characteristics. The 10 August 2026 amendment changes the relevant annual-production threshold from 25 to 13 GWh PCS for affected new-contract eligibility; older contracts need transitional analysis. Interpretation and reform lesson: Inference: grandfathered certainty can coexist with redesigned terms for new awards. A historical tariff brochure is unsafe for a 2026 investment decision. What limits transfer to Australia: No single current €/MWh is quoted for all plants. Indexation, capacity, feedstock and contract date must be checked in the applicable annex. Questions for experienced operators: Provide anonymised pre-2020, 2023 and post-August-2026 contracts and lender treatment of reforms.
Tenders and observed participation
The 2023 tender design envisaged three rounds totalling 1.6 TWh/year and a €120/MWh ceiling. The first February 2024 round had three bids and one awarded project of 37 GWh/year. Interpretation and reform lesson: Observed weak first-round participation cautions against assuming competitive auctions immediately deliver large volumes. Causes are not isolated by this count. What limits transfer to Australia: Tender rules and older >25 GWh boundary must not be applied as the current regulated-tariff threshold after August 2026. Questions for experienced operators: Ask developers which ceiling, eligibility, timing, permitting or financing conditions constrained bids, including non-bidders.
Certificates and demand obligations
CPB obligations for gas suppliers introduce a separate demand mechanism for qualifying biomethane, with an initial 2026–28 period. Origin certificates and production-obligation certificates have different legal purposes. A post-2028 trajectory was consulted on in May 2026. Interpretation and reform lesson: Inference: quotas can add demand but require clear eligibility, cancellation and public-support stacking rules; certificate price remains a market risk. What limits transfer to Australia: An obligation is not a guaranteed producer price, and cross-border GO trades do not equal CPB compliance. Questions for experienced operators: Request actual CPB contracts, floors, tenor, buyer credit and treatment of public operating support.
Injection right, process and responsibilities
The 2018 framework and subsequent implementation support coordinated injection zoning and reinforcement. CRE reports 357 zones by July 2024 and approved reinforcement programmes. Producers still need compliant gas, site permits, network studies and contracts. Interpretation and reform lesson: A legal access framework is more useful when accompanied by published capacity and cost responsibilities. It is not an unconditional right to inject unlimited gas at any location. What limits transfer to Australia: Network topology, demand density and French regulatory duties differ from Australia’s NGL/NGR setting. Questions for experienced operators: Validate steps from enquiry to study, quotation, reservation, construction, commissioning and ongoing curtailment.
Connection costs and network reinforcement
CRE reports eligible connection rebates up to 60%, capped at €600,000, with eligibility conditions. The survey’s mean connection cost is €493,567 before and €241,785 after rebates (n=256), at mean 174 Nm³/h. Reinforcement and reverse-flow investment are separate issues. Interpretation and reform lesson: Inference: relief can address first-mover burdens; sample averages do not imply every producer received the headline percentage. Network users bear regulated-cost recovery where allowed. CRE explicitly criticises rebates for weakening efficient connection-location signals and increasing network bills [F04, pp13–14]; this is a material counterpoint to the access benefit. What limits transfer to Australia: Do not transplant the percentage without Australian beneficiary and stranded-asset tests; distinguish connection, injection service and upstream reinforcement. Questions for experienced operators: Obtain itemised actual invoices and who paid each element, including later network upgrades.
Feedstock rules and agriculture
French rules limit specified primary energy crops to 15% of input wet mass. This must not be restated as a ban on agricultural feedstock: manure, residues and intermediate crops have distinct treatment. Interpretation and reform lesson: Inference: targeted restrictions seek to avoid competing food/land uses while allowing agricultural participation; sustainability requires more than a single percentage. What limits transfer to Australia: Australian rainfall, soil needs, extensive livestock systems and biomass logistics differ materially. Questions for experienced operators: Validate real feedstock mix, wet/dry/energy shares, seasonal substitution and farm contract economics.
Digestate and nutrient recovery
CDC Dig provides a conditional route for qualifying digestate from specified agricultural/agri-food inputs, with process and quality requirements. It does not grant all municipal/sewage digestate unrestricted fertiliser status. Interpretation and reform lesson: Inference: a product pathway can reduce ambiguity if linked to quality and use; nutrient value depends on crop need and transport. What limits transfer to Australia: Australian state waste laws, soils, pathogen controls and contaminant profiles need local validation. Questions for experienced operators: Obtain test panels, storage/spreading obligations, actual net sales or disposal cost and farmer acceptance.
Frequently asked questions
Does France have verified renewable-gas import and export data?
GO transfers, certificate obligations and physical gas flows are separate. No verified national bio-origin physical import/export series extracted. National BioCO2 and BioH2 annual totals unavailable in reviewed sources. EEX registry annual activity reports are the update source for GO trade; imported certificates must not be labelled physical biomethane imports.
Is there a national BioCO₂ or BioH₂ production figure for France?
Verdemobil publishes a METHAVIE BioCO2 reference. Treat it as a supplier project reference and verify the delivery boundary, product grade and measured output before a commercial comparison. Verdemobil, METHAVIE BioCO2 reference Verdemobil describes a BioH2 technology pathway. Supplier capability is not a verified national annual hydrogen production series or evidence that Shelby delivered the reference. Verdemobil, BioH2 production technology
What are the limits of the France roadmap evidence?
No separately verified national annual gross physical biomethane import/export series in this release. National annual recovered BioCO2 and bio-derived hydrogen totals were not established.
